I can see how the way people party (=get drunk out of their head) could have something to do with this.
But it seems that there is something else behind this, maybe this very Swedish way of trying to avoid conflict and trouble.
And of course it is a fact that in Sweden women are encouraged to report any assault and that rape has a much wider definition than in other countries.
Also in some ways what happens about rape here is very typical of Sweden: changes work their way as waves in this country. Before anything really changes, there is a lot of talking about it, a lot of meetings that dont seem to lead anywhere, a lot of slowly taking the temperature of what others think, a lot of agreeing with each other (consensus is the way!) and a hell of a lot of rules that are set and announced but not implemented or followed. But with time things seem to find their way though. Only takes patience!
